The Consortium for Elections and Political Process Strengthening (CEPPS) is launching a Youth Advisory Council (YAC) under the Democracy, Human Rights, and Governance (DRG) Empowerment and Inclusion Project (DEPP). This council will advise on enhancing youth-focused priorities within CEPPS’ initiatives, specifically through the DEPP Leader with Associates Award (LWA), impacting a diverse range of youth communities.
The council will serve a 10-month term from approximately December 2024 to September 2025, supporting CEPPS in crafting strategies that foster sustainable, inclusive, and impactful youth engagement in DRG initiatives.

Youth Engagement Focus at CEPPS
Youth engagement, classified for individuals aged 18-30, is a key priority for CEPPS. The organization follows a Positive Youth Development (PYD) approach, integrating youth-specific actions across programs and mainstreaming youth engagement. CEPPS encourages youth participation in democratic processes, amplifying leadership opportunities through a technical inclusion approach and the following guiding principles:
- Recognizing Youth Diversity: Youth populations are not homogenous, and programming is tailored to reflect their diverse identities and experiences.
- Collaborative Engagement: CEPPS includes youth voices at all stages of program design, employing consultative strategies and promoting political engagement across generations to build inclusive environments.
- Cross-Sectoral Integration: CEPPS actively connects youth to relevant decision-making and engagement pathways across varied sectors.

Benefits for YAC Members
Throughout their 10-month tenure, YAC members will collaborate with CEPPS on several initiatives, including:
- Strengthening Youth Inclusion Strategies: Reviewing and refining CEPPS’ current youth inclusion frameworks.
- Supporting Partner Programs: Helping CEPPS partners integrate youth perspectives in project planning and tracking relevant outcomes.
- Contributing to Cross-Cutting Goals: Embedding youth priorities into significant policy and program areas.
- Developing Educational Resources: Creating events and tools to promote better understanding and action on youth engagement challenges.
Upon completion of their responsibilities, each YAC member will receive a $3,000 stipend.
Eligibility Criteria
Candidates should meet the following qualifications:
- Age: 18-30 years old.
- Geographic Region: Applicants must reside in one of the following regions: Europe/Eurasia, Middle East/North Africa, Latin America and the Caribbean, Africa, or Asia.
- Leadership in Civic Engagement: Demonstrated experience in political or civic leadership.
- Understanding of Youth Participation: Familiarity with methods to advance youth engagement in political or civic spheres.
- Sectoral Involvement: Active leadership or participation in sectors like health, business, social inclusion, education, peace, environmental sustainability, etc.
- Project Development Experience: Proven track record of designing and implementing projects to increase youth and marginalized group participation.
- Inclusive Approaches: Knowledge of intersectional strategies to include diverse and marginalized youth.
- Stakeholder Collaboration: Experience working with organizations across civil society, academic, government, corporate, and development sectors.
- Research Skills: Background in research, monitoring, or evaluation is advantageous but not required.
- Fluency in English: Proficient in English for communication.
- Interpersonal Skills: Strong communication, collaboration, self-motivation, and creativity.
- Internet Access: Access to a stable internet connection.
