Sciences Po established the Émile Boutmy Scholarship, named after its founder (1871), to attract outstanding students from countries outside the European Union.

The Émile Boutmy Scholarship fund is supported by generous contributions from sponsors, including private benefactors, organizations, and foundations, all dedicated to helping talented international students study at Sciences Po. Some private donors may have the opportunity to connect directly with scholarship recipients at official events.

Starting in 2005, Sciences Po began determining tuition fees for students living in the European Economic Area (EEA) by applying a sliding scale that reflects household income. As of 2021, this scale has been further customized to set tuition fees according to each family’s unique financial situation.

Students awarded financial need scholarships, as well as those with disabilities or political refugee status, are exempt from tuition fees. Changes in family circumstances, such as unemployment, retirement, divorce, or the death or illness of a parent, may be considered for potential partial tuition waivers.

Émile Boutmy Scholarship for International Students 2025

If your fiscal residence is within the European Economic Area (EU countries plus Liechtenstein, Norway, and Iceland), your tuition fees will be calculated based on your household’s total income, regardless of its source. This includes all allowances, benefits, and income received by the household (prior to any tax deductions) over the two years preceding the current academic year. This total is then divided by the number of household members.

Students starting their first year at Sciences Po may be eligible for the Émile Boutmy Scholarship.

The Émile Boutmy Scholarship provides a tuition grant of €13,100 per year, covering part of the tuition costs for the two-year Master’s program.

The Émile Boutmy Scholarship can take various forms, including:

  • A €14,720 tuition grant per year for three years of undergraduate study.
  • A €9,500 tuition grant per year for three years of undergraduate study.
  • A €6,500 tuition grant per year for three years of undergraduate study.

Scholarship recipients retain their tuition support during their study abroad year (typically the third year of the undergraduate program).

If a recipient decides to pursue graduate studies at Sciences Po, the Émile Boutmy Scholarship will be automatically renewed.

The scholarship amount for existing Émile Boutmy recipients at Sciences Po is determined at entry and may be adjusted annually in line with any tuition fee increases.

Eligibility Requirements

To qualify based on academic achievement, applicants must:

  • Be first-time applicants.
  • Reside in a non-EU country.
  • Have a household that does not pay taxes within the European Union.
  • Be admitted to an undergraduate or master’s program.
